Information Session
The National Capital Authority has scheduled a second information session to gather feedback in the development of a master plan for the Yarralumla Bay Recreation Hub.
A public information session was held in December 2007 to inform the community and gather feedback which; has subsequently been used in the development of three concepts to be presented at the public information session on 25 June 2008.
This second information session will inform the next stage of the design, a refined concept will be presented for public scrutiny following this.
We encourage all those interested to attend and provide. To facilitate this process the information presented in Dec 2007 and the 3 draft concepts have been made available.

Introduction
The NCA commissioned urban design and planning consultants HBO+EMTB, in October 2007, to undertake a master plan study to enhance tourist and recreation opportunities and improve lake water quality at Yarralumla Bay.
Background
Yarralumla Bay occupies a prime north facing site between the residential area of Yarralumla and Lake Burley Griffin. The Bay forms part of the extensive park network surrounding the lake. The site offers excellent views across water to Black Mountain, Mount Ainslie and Weston Park. The Bay’s sheltered waters make it an excellent recreation destination. The site is a Designated Area in the National Capital Plan.

Project Purpose
The purpose of this project is to develop a master planning concept for Yarralumla Bay that:
- realises the strategic vision of The Griffin Legacy - Canberra, the Nation’s Capital in the 21st Century (2004) released by the NCA.
- realises the national capital significance of the site (a ‘designated area’ in the National Capital Plan)
- improves the public domain around Yarralumla Bay and enhances recreation and tourist facilities (including a waterfront promenade)
- increases activity on the Lake Burley Griffin
- resolves conflicts between traffic, parking, pedestrian and cycleway networks
- meets the needs of the local community, lake users and visitors to the national capital
- improves the environmental qualities of the site, including lake water quality and habitat, while ensuring a proper balance between conservation and development
- reviews the policies of the National Capital Plan for Yarralumla Bay, potentially leading to an Amendment to the National Capital Plan.
- seek a reasonable balance between private investment opportunity and public works expenditure.
Scope of Works
The scope of works for the project is to develop a master planning concept and design report (in consultation with the key stakeholders) which includes, but is not limited to, the following:
- site analysis and context (addressing matters such as the role of the site as a recreation, landscape, social and national capital setting).
- the identification of key master planning objectives and principles
- an initial environmental analysis of existing and proposed conditions (a detailed environmental assessment will follow at a later stage)
- a review the existing land uses under the policies of the National Capital Plan and the identification of suitable new land uses (consideration must be given to the need to accommodate existing community uses within the master plan)
- examination of opportunities and constraints for building form and urban character
- identification of a safe movement network for vehicles, cyclists and pedestrians
- investigations of matters such as boat launching and trailer parking requirements, and possible ferry access.
