Development Control Plans

The National Capital Plan defines areas that have the special characteristics of the National Capital to be 'Designated Areas' (see Figure 4 of the NCP). In these areas approval of works is the responsibility of the National Capital Authority.

In some areas, the National Capital Plan sets out special requirements for development in the interests of the National Capital. These areas include parts of Civic, land fronting certain Main Avenues and Approach Routes to the National Capital, the Australian Institute of Sport, Tidbinbilla Deep Space Complex, Telopea and Haig Parks, National Parks in the Capital, river corridors and some National Land sites.

In general special requirements require the preparation of Development Control Plans which are approved by the National Capital Authority.

Preparation of Development Control Plans

A Development Control Plan may be drafted by the Authority, or by a suitably qualified consultant to the owner of a particular development site. The controls reflect the relevant provisions of both the National Capital Plan and Territory Plan, and set out requirements considered by the Authority to be in the interests of the National Capital.

When the National Capital Authority is satisfied with a draft Development Control Plan it is forwarded to the Australian Capital Territory planning authority for comment.

If the proposal involves a 'place' on the Register of National Estate, the Australian Heritage Commission is also consulted by the Authority.

The proponent and the Territory planning authority are advised when the National Capital Authority approves a Development Control Plan.

Time Required

The Authority aims to complete the preparation and approval of Development Control Plans within 40 working days.

Formal application for approval of a development proposal should not be made until the Development Control Plan has been approved.

Who Approves Development Proposals?

Where special requirements apply to Territory Land (managed by the Australian Capital Territory Government), development proposals are subject to approval by the Australian Capital Territory planning authority. Such proposals must conform to the provisions of the Territory Plan as well as the Development Control Plan approved by the Authority.

Where special requirements cover national land managed by the Commonwealth, development proposals are submitted to the National Capital Authority for endorsement.

The following Development Control Plans are at various stages of completion.

Draft Development Control Plan No: 171/08/0002
Crace Gungahlin Blocks 292, 352, 499, 588

Draft Development Control Plan No: 171/08/0002

Blocks 292, 532, 499 and 588, Crace are currently vacant with frontage to the Barton Avenue in Gungahlin. A Concept Plan - Precinct Codes for Crace was prepared under Section 93 of the Planning and Development Act 2007, effective 31 March 2008. A Development Application for an Estate Development Plan is currently with the ACT Planning and Land Authority (ACTPLA) for assessment.

This Development Control Plan No. 171/08/0002 has been prepared to establish planning and urban design provisions for the approach route along the Barton Highway section of the site.

The NCA invites written comments on Draft Development Control Plan No: 171/08/0002 from community and stakeholders by close of business 15 August 2008. All responses received will be considered before a decision on Draft Development Control Plan No: 171/08/0002 is made by the NCA.

Belconnen, Sections 44 and 49 (Cameron Offices)

Draft Development Control Plan No: 171/08/0003

The subject sites known as the Cameron Offices are located within the Belconnen Town Centre. The offices were the subject of partial demolition and the remnant offices, (Wings 3, 4 and 5 and the bridge over Cameron Avenue) are listed on the Commonwealth Heritage List (CHL ID 105410). They are to be conserved in accordance with their heritage significance.

Redevelopment of the sites for offices, residential and/or other uses are to have a significant positive impact on the function and structure of the Town Centre and should be developed with a view to revitalising the Belconnen Town Centre.

Belconnen, Sections 44 and 49 (Cameron Offices) is National Land managed by the Department of Finance and Administration.

Block 2 Section 14 Greenway

Site subject to Development Control Plan No: 171/07/0004 Block 2 Section 14 Greenway

On 11 November 2007 the National Capital Authority (NCA) approved Development Control Plan (DCP) No. 171/07/0004 - Greenway Section 14 Block 2.

The DCP included provisions relating to land uses, building height and setbacks, building materials and colours, roofscape design, landscape and street design, access and parking, environmental considerations, water sensitive urban design, signs, mechanical plant and equipment and substations, and storage and service areas.

In March 2008 it came to the attention of the NCA that the 'no build' zones on DCP Drawing No. 171/07/0004 did not align with the existing vegetation and pedestrian spines.

In consultation with the Department of Finance and Deregulation, the ACT Planning and Land Authority and the Tuggeranong Community Council a revised DCP No. 171/08/0001 has corrected this anomaly.

No other changes were made to the DCP and DCP No. 171/08/0001 now supersedes DCP 171/07/0004.

Canberra Avenue block 14 section 25

On 30 November 2007 the National Capital Authority approved Development Control Plan No. 171/07/0003 - Canberra Avenue Block 14 Section 25.

The DCP introduces new provisions that:

  • allow Block 14 Section 25 Griffith to develop up to 4 storeys set back 10 metres from Canberra Avenue;
  • provide for an enhanced landscape character along the Canberra Avenue frontage; and
  • provide for development of the site for a range of uses permitted by the Territory Plan.
