Central National Areas Parliamentary Zone, Lake Burley Griffin and foreshores, the Australian National University, City Hill Precinct, Canberra International Airport, Constitution Avenue and Russell, parts of Forrest and Barton and the diplomatic estates.
Designated Area Section 10 of the ACT (Planning and Land Management) Act 1988 provides that the National Capital Plan may specify areas of land that have the special characteristics of the National Capital to be designated areas. The Plan may set out detailed conditions of planning, design and development, and priorities for these areas.

National Land Section 27 of the ACT (Planning and Land Management) Act 1988 provides that the Minister may, by notice published in the Commonwealth Gazette, declare specified areas of land in the ACT to be national land. This is land that is, or is intended to be used, by or on behalf of the Commonwealth. Under section 6(g) of the Act the National Capital Authority manages national land which the Minister designates as land required for the special purposes of the National Capital.

Special Requirements Section 10(2)(d) of the ACT (Planning and Land Management) Act 1988 provides that the National Capital Plan may set out special requirements that are desirable in the interests of the National Capital for development of any area, other than a designated area. Such areas include the major part of Canberra’s Civic Centre, the Australian Institute of Sport, Haig Park and Telopea Park, land adjacent to Canberra’s principal approach routes and main avenues, the Murrumbidgee and Molonglo river corridors, Namadgi National Park, the Lanyon heritage area and the Tidbinbilla Tracking Station. All National Land not included in Designated Areas is subject to special requirements as set out in the Plan.
Territory Land In accordance with section 28 of the ACT (Planning and Land Management) Act 1988, any land in the ACT that is not National Land is Territory Land. Section 29 of the Act requires that the ACT Executive administer Territory Land on behalf of the Commonwealth.
